Europe in cyberspace
Article Abstract:
European Union (EU) leaders have met in Lisbon, Portugal, and discussed social cohesion, employment and economic reform, without mentioning the challenge of the US. There have been a number of recommendations such as deregulation, investment in adult education, and aid for internet infrastructure and scientific research. There is no mention of fostering selected immigration of skilled workers, lowering high marginal rates of tax, and allowing companies to take on and shed workers more easily, though such measures would help EU economies to becme as competitive as those of the US.

Article Abstract:
Germany and Britain have published a paper calling for a third way to be adopted in Europe. This third way is a compromise between an emphasis on flexibility and other market-oriented policies, and, on the other hand, a focus on justice and traditional values. There are major institutional and economic differences between Britain and Germany, and there is a need for reforms in Germany. France opposes this third way, and argues that its way is different. National differences are likely to be emphasized when there is an attempt to develop common European policies.

The planned economic and monetary union by members of the European Community has been subject to extreme criticism. An analysis of the proposal shows that the risks associated with it are evident, but the rewards and need are also clear to reduce political influence on monetary policy.
