Europe isn't working

Europe's labor policy, except for the UK, is not working. Labor has power but joblessness is up for the long term jobless, the young, and the unskilled. Reform is needed. In the UK, which has the lowest jobless rate, labor unions are weak and managers are rated on stockmarket performance.
