European heads of state are weak and not handling internal and external crises well. Leaders of France, Germany, Italy and the European Commission are losing control, and face the problems of indecision on European unity, possible immigration from Algeria and Russian instability.

Japan's policy of providing administrative guidance to the financial sector has led to intrusive new regulations, such as the rule that requires public agencies to buy Japanese stocks. The government's role in Japan's financial markets should be decreased.
