Facing the voters

Japanese elections for the Upper House are scheduled for Jul 12 1998, and the turnout is likely to be low. The ruling Liberal Democratic Party (LDP) has been under pressure from abroad to cut taxes. The government was thought likely to win the election and then carry out reforms, tackle the problems of bad debts, and help boost the economy. The government is concerned that the electorate should not see it as giving in to foreign pressure. The election has become a referendum on the leadership of Ryutaro Hashimoto, Japanese prime minister.

Japan after Obuchi
Article Abstract:
Japan will have a new prime minister following the stroke suffered by Keizo Obuchi, and there is a need to a leader to restore consumer confidence and boost enterprise. Early elections could reduce political uncertainty and pave the way for tackling urgent economic reforms. Reforms could be delayed by elections, allowing bureaucrats continued control. Japan faces bank debt, an ageing population, public sector deficits and a need to restructure companies, and these problems have to be tackled in the present, not the future.
