Fear of flying
Article Abstract:
Japanese stock prices have risen in 1999 in both dollar and local currency terms. Stock prices tend to rise in spring time in Japan, with public funds called on by the finance ministry to buy stocks as a duty. Foreign buyers have been important in spring 1999, howeve, and they appear to see banks as undergoing a recovery, and major companies as undergoing a restructuring process. It is not certain that either of these processes can be relied on. Foreign investors may also be concerned that they could miss a rally in Japanese stock prices.

Domestic investors bought most Japanese shares in the late 1980s, when the Nikkei index was skyrocketing, but in 1996 it is foreign investors who are buying while the Japanese have been selling. Various indicators point to healthy growth in Japan, making the foreigners seem the wiser investors.
