Capital punishment

The Basle standard is the mechanism by which bank regulators set amounts of capital that banks must hold in ratio to the amount of loans they have outstanding. Many large banks find Basle confining and think that risk assessment should be measured on a more complex scale.

Banks made billions of dollars in unwise loans during the past decade, much of these resulting from the changes in the international banking scene and the real estate boom of the 1980s. A more careful scrutiny of credit risk is is the practice now.
