Banks and regulators are creating various solutions to the increasingly complex nature of banking risks. Limited deposit insurance in Britain gives depositors greater incentive to monitor banks. Regulators are inventing rules to persuade banks to act as if there were no government safety net.

As banks around the world fail, in both developed and developing countries, politicians and the public increasingly call for ever more government regulation. However, central bankers are beginning to join academics in asserting that, at best, banking regulation, is ineffective.
