Advocates of a 'balanced budget' may not even agree on what the terms mean. Through the years a variety of methods have failed to balance the budget. The fault may be a political one, with the politicians preferring to used tax cuts and agricultural subsidies to please constituents, while giving lip service to eliminating the deficit.

Perot again
Article Abstract:
The strength in Perot's sporadic presidential campaign is his recognition that the budget deficit must be dealt with using drastic cuts. Perot would not only cut excess spending, he would also raise taxes. Bush and Clinton's economic plans are nebulous and deceptive.

Despite the predominance of conservative governments among the Group of Seven countries during the 80s budget deficit levels will be higher than ever in the next few years. The recession is partly to blame, but lack of discipline in government is also responsible.
