Article Abstract:
California's worker's compensation system needs to be re-vamped. The high cost of insurance may be driving some companies out of California, yet the majority of injured workers receive very little from the insurers. Insurance fraud and high insurer profits are to blame.

Not over till it's over: affirmative action in California
Article Abstract:
The passage of California Proposition 209, which denies the use of affirmative action programs, does not mean that such programs will end in California. There are federal laws that conflict with this law, and proponents of 209 may have difficulty enforcing it.
