Article Abstract:
The British government has decided to abandon plans to increase fuel taxes by 6% more than the rate of inflation, and this means that Treasury receipts will be reduced. Taxes will also be earmarked for spending on transportation, and Britain spends less than Germany and France in this area. Taxes on fuel can hit the poor in rural areas rather than better-off people in cities where there are congestion problems. Other measures of trackling traffic congestion may be more efficient.
