Forced apology: Pyongyang says sorry and gets food aid restarted

American State Department officials spent three weeks attempting to produce an apology from Pyongyang for its submarine infiltration into South Korean waters in September. Ri Hyong Chol, director general of the North Korean Foreign Ministry's American Affairs bureau, exchanged an apology for the resumption of emergency food supplies from the US. The US is to issue an export licence to Cargill, a food grain company, in exchange for magnesite from the North. Seoul may also provide more aid if agreement can be reached over four party talks with the US, China and South Korea.

Political fission: Washington divides over nuclear issue
Article Abstract:
Cuts threatened by the US Congress to Kedo (the Korean Peninsula Development Organization) reflect several divisive issues in Washington as well as varied perceptions of North Korea. Kedo needs about $55 million per year to buy the fuel oil promised to Pyongyang in exchange for its promises to end its nuclear program. A Senate subcommittee has voted to offer just $13 million rather than the $25 million the Clinton Administration sought. Election-year politics and a perception of going easy on North Korea are involved.

Yanking the armistice
Article Abstract:
North Korean officials again stymied peace talks with S Korea when on May 3, 1995, they announced the closure of their side of demilitarized-zone property and declared the Neutral Nations Supervisory Commission defunct. The moves to undermine the armistice arrangement are widely considered a ploy to exclude S Korea from any talks and pursue relations directly with the US. N Korea hope for concessions on both the armistice and the promised nuclear reactors.
