Hong Kong is loosening regulations on the air cargo industry, allowing increased flights by foreign carriers. The decision has been long-awaited by carriers such as United Parcel Service Inc., FedEx Corp. and Polar Air Cargo Inc. who have been seeking use of Hong Kong as a regional hub.
