Article Abstract:
Cities and states have begun to buy jobs for their residents. States have offered a variety of economic incentives to firms promising job creations. Direct financial incentives and special tax treatment are among the incentives being offered. Communities are facing increasing competition in their efforts to attract jobs. Communities will seek to become equity participants rather than secondary beneficiaries.
