Global economic flux will affect fortunes in the Philippines
Article Abstract:
The Philippines will have to initiate rural development programs and efficiently manage its revenue needs to meet targeted growth rates for 1998 in the midst of an Asian crisis and the effects of El Nino. While signs such as decreased unemployment rates, profitable banks, and increased consumption are positive, the country's economy has not been completely free of trouble. The central bank has been forced to increase interest rates and reserve requirements in order to curb devaluation while the Department of Agriculture struggles to meet its export quota for sugar to the US through importation to meet local demand.

The passage of the 1997 Philippine budget has been hampered by quarrelling of the Philippines Congress over the use of their allocated discretionary funds. The lack of a national budget may mean the delay in infrastructure projects worth $759 million and a drop in the Gross Domestic Product of 100 million pesos. The issue on discretionary funds in the 1997 budget is a major factor for representatives seeking reelection.
