The British chancellor of the exchequer, Gordon Brown, aims to encourage entrepreneurship through the tax system. His policies toward big business have not always been beneficial, but it is small business that he aims to encourage. Business start-ups are less common in Britain than in the US. Capital gains tax changes have been well received by venture capitalists, and Brown also plans corporation tax relief to help those who invest in high-risk companies. The impact on productivity and investment is unclear, since smaller firms account for only a small proportion of economic activity in Britain.

United Kingdom income and business tax rates are falling, but other taxes have been increased, such as those on road fuel, house buyers and pension funds. These include taxes brought in by the Conservative government, as well as those introduced by the new Labor government. There are also measures such as tax credits for working families that could be seen as tax reductions. Possible new taxes planned include a tax on pesticides, though some taxes could be scaled back due to high levels of tax revenue.
