Nigerian ruler Sani Abacha set up a Failed Banks Tribunal which resulted in the arrest of 35 bank presidents and other financiers. However, through bribes, these men enjoy plush conditions in their jail. Corruption is rampant in Nigeria, while health, education and other services decline.
