Pres Clinton plans to produce budget savings by selling more short-term investments, which would shorten the maturity of the national debt. The Treasury Dept announced that it will sell more short term investments and almost halve the volume of 30-year bonds sold.

The Congress of the United States: an apology
Article Abstract:
Congress has begun to reestablish, with the beginning of Pres Clinton's term, its effectiveness and legislative power. Congress improved Pres Clinton's unpopular economic proposal and did not cater to special interest in voting to close certain military bases.
