Article Abstract:
Laos has developed respectably since opening its economy in 1989 but its best future course will be as a tax haven and service economy, which requires more political freedoms and firm rule of law. It still has an authoritarian government that rules by decree, and its low tax rates cannot offset its stated willingness to arbitrarily exert authority over foreign investors. With a relatively small population and few resources, it cannot hope to compete in manufacturing or exports of raw materials.

Lucknow is at the center of a growing sense of crisis in India. The rise of the right-wing, Hindu-oriented Bharatiya Janata Party, which a current bestseller links to Nazism, and its growing antagonism to the Muslims in its midst have convinced some that civil war is approaching. Many of India's educated elite feel responsible for the state of the nation, and the end of the Cold War leaves them with few outsiders to blame or pin their hopes on.

Hong Kong businessman Adrian Zecha is enjoying the success and expansion of his high-priced, luxury resorts known as Amanresorts. A single night in an Amanresort may cost $500 or more. The resorts are located in countries such as Bali, Malaysia, Thailand, Australia, and France. Zecha hopes to build more Amanresorts in Cambodia and the US. Large luxury hotels have entered the small resort market and are now competing with Zecha.
