Article Abstract:
The United States (US) and China disagreed over carbon dioxide emission levels at the global-warming conference in Kyoto, Japan. The US insisted that China must be the first to take remedial action but China argued that affluent counties should lead the way. China is the second largest emitter and 600,000 people face an early death by the year 2020 due to environmental pollution. If China agrees to reduce its emersion levels, it could attract aid from the US to assist it to implement an environmental policy. The US emits 22.4% of the total greenhouse gasses, against China's 13.4%.

Nonstop construction in China often overlooks environmental niceties, thanks mostly to poor enforcement but also to lax regulations. Most of the efforts by overworked environmental-protection bureaux focus on industrial water and air pollution, as well as sewage disposal with regard to commercial and residential sites. Asbestos and gypsum wallboard are routinely used, and coal-burning furnaces are installed more often than their cleaner oil- and gas-burning brethren. Foreign-funded projects face stricter enforcement.

Policy reform when it suits
Article Abstract:
The Chinese government is increasingly saying that its environmental protection policies have Chinese characteristics, which is a label used to mute aspects of socialism that hinder reform, and these policies give priority to areas where the interests of economic growth coincide with those of the environment. There is concern about long-term values being attached to natural resources and the ability of the nation's under-funded environmental agencies to meet a market economy's demands.
