Article Abstract:
Forces loyal to deposed Cambodian Prime Minister Prince Norodom Ranariddh are gathering in the north of Cambodia in Jul 1997. They plan to mount a resistance attack on Hun Sen and the Cambodian People's Party (CPP), who gained control of Cambodia earlier in the month. However, they have little food and ammunition, and CPP leaders believe the counterattack will be short-lived. The resistance forces need international support for any chance of success. There seems to be little hope of them receiving this, other than from the Khmer Rouge, despite foreign protests at Hun Sen's violent coup.

Cambodia may be cut off from Western aid if it fails to stop drug dealing, smuggling, and money laundering sanctioned by the government. The affect will be tremendous because Western donors contribute 44% of Cambodia's annual budget. Businessman Theng Bunma and others with connections to the military police are allegedly using government transportation and soldiers to move drugs. Cambodia has become a mafia state in which businessmen have accessed the government, courts, and parliament, according to one former government official.

Blowing the whistle: dissenters slam rights record ahead of aid forum
Article Abstract:
Both internal and external critics plan to blast the Cambodian government's record on human rights at the International Conference on the Reconstruction and Rehabilitation of Cambodia slated for Mar 13-15, 1995. US officials and Amnesty International are concerned about graft and political imprisonments, while newspaper editor Chan Rottana and former finance minister Sam Rainsy say more aid now will only encourage further abuses. The conference is generally considered a review of the nation's progress in the light of past aid.
