Article Abstract:
In Finland, the excise tax on sweets will be removed from the beginning of 1999 when the retail price of sweets can be expected lower slightly. The industry hopes this to improve demand of sweets in Finland. The tax is FIM 3.50/kg (USD 0.65), thus, the price change will not be considerable. There are two reasons for removing the excise tax. Firstly, the tax has not been collected for sweets containing xylitol which is considered healthy. EU has considered the procedure as ungrounded hindrance of free competition. Finland considered it easier to remove the entire excise tax on sweets. Secondly, parallel import has troubled the confectionery markets. The Finnish state will lose approx. FIM 160mn of income due to the removal of the tax.

Article Abstract:
The Finnish Government is studying the public projects in Finland in order to find projects which could be implemented using private funding. The question is of only project funding, not privatization. The Government is studying the possibilities of building i.a. schools, prisons and other public buildings with private funding. Private funding could bring forward the implementation of the projects and improve their efficiency.
