Gov Whitman unexpectedly announced that she would implement all of her campaign-promise tax cuts by Jan 1996, although inadequate spending cuts threaten to swell the deficit. So far she has used one-time savings to make up for tax cuts. Inefficiencies in education and health spending persist.

Europe's technology policy: how not to catch up
Article Abstract:
The technology gap between Europe and its two main competitors, the US and Japan, has grown despite increased spending on basic research. It could be because European high technology is not as driven by market forces as it is in the US or Japan.
