High-rise brought low at last
Article Abstract:
There has been a move away from high-rise public housing in the US. Chicago Housing Authority (CHA) has a particularly acute problem due to concentrations of poverty in high-rise projects in poor black neighborhoods. Around 95% of CHA resident recive public assistance of some kind, and the postal service refused to deliver mail for a time to some of these high-rise locations. The CHA has begun to move people into private housing and mixed-income developments. Initial results from such policies showed that women were more likely to find work and children more likely to graduate from college and find employment.

Article Abstract:
The Organisation for Security and Co-operation in Europe (OSCE) was recently asked by Bosnian Pres Biljana Plavsic to monitor the Oct 1997 elections. The OSCE is one of several groups that regularly monitors elections. Others include the UN and the Carter Centre. Several elections are discussed.
