Home ownership plan runs into trouble
Article Abstract:
Beijing is facing difficulties for its housing reform which will remove rental subsidies from 1 July. However, unexpected problems have extended the deadline to the end of 1998. The Government encountered problems like refusal to move into new areas which lack of security and public transports. Individuals find hard to get mortgage as this requires several guarantees. State firms which own housing properties are reluctant to back from real estate. Banks fell hard to recover loans as mortgages and ownership rights are not clear due to lack of central land registry. *
