Honda Motor Co. and its Chinese partner, Guangzhou Automobile Group Co., have announced plans to launch a new vehicle brand by 2010. The two firms are spending $245.9 mil to build a research and development center in China that will design the new car, which will likely be drawn from existing Honda models and priced lower than $10,000.
