Advisory panel points to a levy on goods and services

Hong Kong is considering a tax on goods and services in order to raise cash to pay off the operating deficit in place since 1997. One study reports that a tax of 3% would bring in HK$18 billion per year, yet this type of tax requires new border controls on goods and would require at least three years to put into place.
