The company, which earns an estimated $300 million yearly, draws financial support from controversial businessmen and companies in Hong Kong and China, including a nightclub and motel operator and a police-owned firm. The company was recently awarded concessions at four Thailand airports but lost the bidding for Hong Kong International Airport.

Rich local citizens, although the territory's reported robberies declined by 29% in 1996 to 3,928 cases over the previous year and burglaries decreased by 20% to 12,000 cases during the same period, fear that Hong Kong's imminent hand-over to the mainland would result to an escalation in crime rates.
