How the Americans got their base
Article Abstract:
The Japanese government is seeking to persuade Nago, in northern Okinawa, to accept a US helicopter base. Nago is to host a Group of 7 summit in Jul 2000 and the mayor has secured other aid for the government, delivering a vote in favor of the base. There is a demand for the lease to last no longer than 15 years, a condition that the US does not want to accept. Meanwhile, there is a risk that communications could be disrupted at the time of the summit, which is to be held during the typhoon season.
