If China plans to dismantle the welfare states, it also will need to develop a civil society
Article Abstract:
Massive employment lay-offs in China is indicative of the enormous social, cultural and political changes that have evolved in the country over the years. The trend has not only left millions of workers jobless but has also rendered the country's welfare units virtually inefficient. Conditions are further aggravated by the shortage of entrepreneurial skills and lack of concern on the part of the government to create alternative sources of living. If the trend continues, the central government must be able to create a civil society sanctioned by individuals and associations.

Despite bad loans, China can avert a financial crisis
Article Abstract:
China can avert a financial sector meltdown similar to other Asian countries if it learns to institute prudent financial and economic policies. Balancing the pace of liberalization that has been relatively fast in 1997, can increase the long-term stability of China's currency and financial system. China should also learn to institute policies that provides incentives to save and policies that would stabilize the property markets.
