Ignorance isn't bliss: after gas attacks, intelligence-gathering questioned

The gas attack on a Japanese subway and the slow process of arresting those responsible has led to criticism in Japan over the country's intelligence gathering operations. The Aum Shinrikyo cult responsible for the attack is at least 8 years old, but was unknown to the government until May 1995. Some say Japan's anti-subversion laws are too strict, effectively stopping any action against a group until it is too late. Others point out that such groups are new to Japan and that authorities have yet to recognize the potential threat they pose.

Article Abstract:
Some observers hail recent signs that the Japanese government is seriously attacking the problems of bribery and bid-rigging, but others say it is too large and deeply entrenched to eliminate so easily. Former Prime Minister Morihiro Hosokawa in 1994 launched an open-bidding system that has helped many new companies compete for large projects, but 80% of Japan's $400 billion in annual public-works construction spending escapes the new system. There are also signs that large firms' payoff funds are shrinking.

A possible trade dispute is heating up between the US and Japan over the landing rights of commercial and freight airlines. The US wants permission to land Federal Express cargo planes in Tokyo on the way to the Philippines. Japan claims that their airlines are already too restricted in the US and that granting FedEx permission to land would further the imbalance.
