Not much to celebrate

The British Law Lords have ruled that Augusto Pinochet can be extradited but the only charges against him that are admissable are those that it is claimed he committed after Dec 1988. The panel of Law Lords seemed more interested in technical details rather than the key issue of whether heads of state could claim immunity in relation to offenses carried out when they held power. An initial ruling that Pinochet was not immune was set aside after a judge was found to have links woth a human rights body. That ruling was seen as progress, while the new ruling is muddled.

Ex-dictators are not immune
Article Abstract:
General Augusto Pinochet has had an arrest warrant delivered from the Spanish government during his stay in London, England. The UK House of Lords has overturned a decision by the Lord Chief Justice and has ruled that he does not have immunity by virtue of having been a head of state. There have been international agreements against torture and systematic murder, but national courts have tended not to apply them. The murderer of one person has thus been persecuted while murderers of thousands have not.
