Institute sees limited success for PPG13
Article Abstract:
The Royal Town Planning Institute (RTPI) has said that unless the Department of Transport (DoT) alters its policies the Department of the Environment's planning policy guidance (PPG 13) will achieve only a limited success. The RPTI believes that in order to encourage people to stop using their cars the DoT should introduce fees for using congested roads in urban areas, abandon the proposed motorway tolls and invest in more public transport both financially and by land development.
