Investments in industrial zones
Article Abstract:
Czech Republic: About 158 mil Kc of the 1999 state budget are represented by reserves for investments in the preparation of industrial zones with an area of 75 ha. The finances are intended for the setting up of the technical infrastructure, which includes water and sewerage systems, sewage treatment plants, gas pipelines, electric power connections, transformer stations, the building of access roads and terrain improvement. The support is a repayble financial aid to municipalities up to 60% of total costs. The aid should be provided in the form of a five-year non-interest bearing loan or the transfer of lands from the Land Stock of the Czech Republic to municipalities for the price of farmland. The pilot project is the investment preparation of the industrial zones of the cities of Karvina and Bystrice-nad-Perstynem with a total support of 55.55 mil Kc.

Reconsidering rates: Taxes on property are inequitable. One solution would be to replace them with a single central grant to local authorities
Article Abstract:
The whole area of local authority finance, including business rates is being reviewed, and the Institute of Directors has responded to the proposals with a message that local authorities should not have control over business rates. The rate has been nationally set and risen in line with inflation, but if the rates could be varied by local authorities, the predictability would be lost. Higher administrative savings could be achieved by phasing out rates and replacing them with a single central grant to local authorities funded by existing taxes.
