Is Japan learning to smile?
Article Abstract:
Japan has been faced with overcapacity on a large scale, which has been a characteristic of the 1990s recession, but there has been some improvement in 1st half 1999. Japan is seeking a structural solution to tackle excess capacity, and growth could be hampered by plant closures and the like. Yet there is hope that consumption could increase and capacity could be used to a greater extent. Business confidence is improving and newspapers and government forecasters may be giving too gloomy a picture of prospects for the Japanese economy.
