Is it crime or culture?
Article Abstract:
Senegal has banned female genital mutilation, but this ban is unlikely to tackle the problem. The law is not enforced where bans have been introduced by African countries. There are arguments that the problemcan better be tackled if mutilation is not a crime. Health risks and other problems can be discussed more easily if there is no ban. The problem is that the majority of people may support the practice, and this means that it is not easy to ban it. A focus on health issues could be more effective than a ban, which may mean that the practice is more likely to be carried out in an unhygienic way.

Nine provinces say yes
Article Abstract:
Canadian prime minister, Jean Chretien, has succeeded in gaining agreement from the provinces on health and welfare programs. Sakatchewan premier, Roy Romanow, aided Chretien. The debate arose after the budget deficit was cut in 1995 by Paul Martin, the finance minister, who rolled the welfare and health transfers of Ottowa into a single figure, which was then cut. Quebec's Lucien Bouchard sought to limit central government's ability to initiate social policy, and Chretien and Romanow have achieved a compromise in a new document which is clearly federalist.

Article Abstract:
The Canadian health care system, Medicare, is in need of reform, and many specialists have migrated to the US where salaries are higher and they have access to better equipment. There have been cuts in funding, which may be restored since most provinces have achieved budget surpluses. Federal health minister, Alan Rock, has a number of ideas for reform, including improvements in primary care, and caring for long-term patients in the home. Privatization is a contentious health care issue in Canada.
