Italy sets a precedent for open government

The Italian treasury has released a report which includes details of fees and commissions paid out to advisers during privatisations. US and UK banks were named among the big earners. The recent initial public offer of oil giant ENI ranks among the most expensive of privatisations, with fees totalling 5.3% of gross proceeds, although this does include a large advertising budget.

New plan to sell ENEL
Article Abstract:
Plans for the privatisation of Enel of Italy, the state electricity corporation, have been stoped by Alberto Clo, industry minister. The scheme proposed by industry minister Vito Gnutto under Silvio Beerlusconi's government, meant the radical reorganisation of the company before privatisation. Clo wants the company to be sold as a vertically integrated and unified monopoly.

Triumvirate's Enel terms

Alberto Clo, the Italian industry minister, has plans to privatise ENEL, the state utility over a two to three year period. He aims to liberalise electricity production and introduce a single buyer system, enabling non-ENEL producers to sell to certain customers. The privatisation would involve three phases.
