It's Quebec, again
Article Abstract:
The Canadian Supreme Court has ruled that Quebec cannot secede unilaterally. Quebec's premier, Lucien Bouchard, notes that the federal government would have to negotiate changes if a referendum in Quebec favors secession. Quebec could proclaim sovereignty if negotiations did not succeed, and could gain international recognition. Critics of the Supreme Court ruling argue that it ventures into the political arena. It is unclear when Bouchard will call an election and whether his Parti Quebecois would win.

Martin has reduced Canada's budget deficit from 6% to 2% of GDP, and is the likely successor to Prime Minister Jean Chretien. However his performance in the upcoming election, which will probably be held in Jun 1997, will influence his future role in the Liberal Party.
