Japan has refused American demand to set import targets, and will publish a report defending its position and explaining the trade surplus. It claims that consumer demand is rising in the US and falling at home and that trade-surplus figures fail to count services.

US trade policies toward Japan are based on the false notion that Japan is an unfair trader, yet Japan is the world's third largest importer. Policies that encourage Japan to buy things that it doesn't need, such as automobiles and rice are doomed to failure.
