Jean-Luc Dehaene, Belgium's political glue

Belgian prime minister, Jean-Luc Dehaene, has been in his post since 1992. Britain vetoed his appointment to the European Commission presidency in 1994 so he stayed in his post as prime minister. Belgium has become a fully federal state under Dehaene, with political agreements and constitutional changes to achieve this. There are no politicians with Dehaene's skill in solving the political contradictions of Belgium, and this gives strength to his position.

Jean-Luc Dehaene is negotiating for the formation of a political coalition in Belgium, consisting of the Flemish Christian Democratic and Socialist parties. The main obstacle is forming a government with a two-thirds majority in the lower house of parliament.
