Justice without victors
Article Abstract:
The ex-Yugoslavia tribunal, the first non-military international criminal court in the modern era, has issued its first indictment. The tribunal faces many difficult financial and political obstacles, but even naming those indicted for crimes against humanity is a step toward justice.

French citizens were outraged by the recent dismissal of charges of crimes against humanity against Paul Touvier, a Nazi collaborationist during the German occupation of World War II. Touvier, now 77, was known as the 'Butcher of Lyons' during the war.

Serbian Pres Slobodan Milosevic has stymied the UN war-crimes tribunal by refusing to allow excavation of mass grave sites in Bosnia-Herzegovina. It could become the first war crimes case since the Nuremberg trials of 1945-46.
