Finland's Office of Free Competition has requested both the city of Helsinki and its energy company, Helsingin Energia, for statements on how the company has reported income to its owner, the city of Helsinki. The Office suspects that Helsingin Energia has abused their leading market position against the legislation on competition and collected too large payments on the energy they have produced. According to the Office of Free Competition, the loyal customer system of Helsingin Energia in electricity sales binds the clients and excludes competitors to such an extent that it can be considered to be against the legislation on competition. The Office additionally remarks that the capital investment by the city of Helsinki on Helsingin Energia has not been valued correctly. According to the Office, Helsingin Energia holds an extremely strong dominating market position. The Office has studied the Helsingin Energia situation for a couple of years prior to the statement request. Helsingin Energia does not wish to comment on their statement before discussing the matter with the city of Helsinki. The statements are to be delivered to the Office of Free Competition by 21 August 1998, however, both the city of Helsinki and Helsingin Energia have requested for an extension.

Finland's Ministry of Finance has amended their economic forecasts for 1998 and 1999. According to the Ministry of Finance, Finnish economic growth rate will in 1998 be 5.5% and not 4.5% as estimated earlier. For 1999, the economic growth rate is predicted to be 4% in stead of the prior estimate of 3.3%. The Ministry of Finance predicts Finland's unemployment rate to be 10.5% in 1998 and 9% in 1999. Earlier estimates were 10.6% for 1998 and 9.2% for 1999. The inflation estimate is lowered from 2% to 1.5% for 1998. For 1999 the inflation prediction remains at 2% for the moment. According to the Finnish Minister of Finance, Sauli Niinist , Finland's economic growth rate is exceptionally rapid. However, there are no signs of overheating. On the other hand, Niinist emphasizes that growth limits must be observed closely and the framework budget kept tight.
