Changes in provincial leadership in Vietnam are bringing in younger Communist Party members that have been well-received but that may not be as skilled. The new leaders' interest in reform is tempered by adherence to the Communist Party line as well. New Hanoi party secretary Le Xuan Tung has advocated reforms, but some question his economic policy abilities. New Ho Chi Minh City party secretary Truong Tan Sang has been credited with the city's rapid growth, though the Communist Party is concerned about low membership in Vietnam's largest city.

Former model and marketer Jacqueline Trinh Le launched Vietnam's first modelling agency in 1995, going against the wishes of her father and much of the US exile community where she grew up. The biggest challenge for the agency, Cats, is finding work for its 25 models, and Le expects to invest another year and $30,000 more before seeing a profit. She also must overcome local stereotypes about modelling and a state-sponsored campaign against social evils, though her 50-50 partnership with a state company should help.
