OAO Gazprom has acquired OAO Sibneft for $13.1 billion from financier Roman Abramovich. OAO Gazprom is the Kremlin's construction of an international energy giant in a bid to rebuild geopolitical strength after the collapse of the Soviet Union in 1991.
