Labour's seeds of discontent

US unemployment has dropped to 4.5%, and labor-force participation has risen to 67%, but large strikes are becoming less common and union membership has stagnated. Strikes such as that at Northwest Airlines do not appear to be examples of a wider trend of labor using its strength. Median real earnings for US workers were still below 1989 levels in 1997, while chief executives have seen sharp wage rises to earn 116 times more than average workers. Labor unions may still be able to exert some pressure on government.

Amy Dean leads the South Bay branch of the labor union, AFL-CIO, and has modernized the branch, which has access to research. She argues that labor unions have to keep abreast of changes in the labor market, such as shorter periods of employment. She also sees flexibility as bringing some advantages for unions, and has set up a temping agency that plans training, medical benefits and pensions for employees. Workers have to seek security away from employers as the economy changes.

New Hoffa, new Teamsters?

The Teamsters have seen a drop in membership and have had to face supervision of the union's affairs by federal officials, following corruption and other charges. The Teamsters president James Hoffa sees more opportunities for growth in the public sector due to deregulation in the private sector. He also aims to rebuild the political action committee of the Teamsters.
