Article Abstract:
Montenegro is seeking closer ties with the US and European Union, and may seek to become independent. Serbia's leader, Slobodan Milosevic, could seek to provoke a civil war in Montenegro in retaliation for a move to independence. Some aid should be granted to Montenegro, though it should be controlled. There should also be efforts to ease the conditions for ordinary Serbs, since sanctions that hit them could increase support for Milosevic in Serbia.
