The Sep 11 1997 vote to create a Scottish parliament separate from Great Britain's is the first step in a movement to devolve other pieces of the United Kingdom and reduce government's status. New government that is more in touch with citizens will improve the economy, transportation and schools. But any reform must be approved by the people. Plans for creating the new Scottish parliament are included.

The Labor Party's plan to cede authority to regional governments is being criticized even in Scotland, which has been seeking a parliament for several years. Scotland's National Party claims Labor's plan does not give Scotland enough autonomy, while unionists claim it will lead to full independence.
