United Kingdom foreign aid is administered by the Department for International Development headed by Clare Short, who has announced plans to help developing countries reform their armed forces. Aid used to be controlled by the Foreign Office and was often linked to commercial interests. The creation of a new department for aid can create conflicts over foreign policy, since the International Development ministry has different concerns from the Foreign Office and aid can no longer be used as an incentive by the Foreign Office.

So much to do, so little time
Article Abstract:
Congress has returned in Sep 1999 and has a large number of tasks such as passing almost all of the spending bills of the US. The President should technically sign spending bills by Sep 30 1999 but continuing resolutions can be used to allow givernment to continue on a short-term basis. Republicans are likely to prevent major changes on issues other than the budget, such as gun-control, managed health care or campaign finance, since the Democrats could benefit if major reforms are passed.
