Chinese politician Xu Simin denounced Hong Kong broadcasting service Radio Television Hong Kong at China's annual parliamentary meeting. He also criticized Hong Kong Chief Executive Tung Chee-hwa for his failure to discipline the station, which regularly broadcasts confrontational call-in programmes and talk shows. The denunciation raised fears in Hong Kong about Chinese policy concerning the former British colony, but Chinese President Jiang Zemin may have been attempting to address these fears when he issued a warning about not undermining the one country, two systems policy.

Article Abstract:
The juxtaposition of two incidents in Hong Kong calls into question Chinese policy concerning the peoples of the former British colony. Magistrates fined a British civil servant $6,400 for misusing his position to facilitate the publication of his art book, but the government decided not to prosecute in another case concerning the Chinese news agency Xinhua. A 1996 law made it illegal for institutions not to respond within 40 days to requests from individuals to see files held on them. Xinhua did not respond to a request from legislator Emily Lau within the specified period.
