Many gold mining organizations have considered the option of investing in the Chinese state-controlled gold industry, but almost all have rejected the option. The Chinese government partially opened the gold industry in 1993, but firms which investigated the situation found that gold mining areas were overrun with illegal prospectors. They were also frustrated by overwhelming bureaucracy and the ignorance of local officials. Canadian company China Clipper Gold Mines is one of the company's which withdrew from planned mining joint ventures, although it may go ahead with a smelting project.

Multinational companies with regional headquarters in Hong Kong are clearly taking steps to guard against unpredictable changes in 1997, but most appear more interested in mainland business than afraid of possible disaster. US-based Citibank has made several apparently defensive alterations in its local structure, and other companies are shifting their short-term investments to other locales. Taiwan and Singapore appear eager to take any who are nervous about Hong Kong, but fleeing the colony would play poorly in Beijing.

Security officials are concerned about several potential problems as the handover of Hong Kong to China approaches. With one year to go, the government has reversed its policy on celebration of the event, limiting it to a few cities in the hope of avoiding gatherings that spin out of control. A possible rush of would-be immigrants just before the transition could pose a challenge to border police, who must restrict access even after Beijing takes over. An invasion by bureaucrats and companies is also worrisome.
