Peregrine Investments Holdings Ltd.'s collapse was the result of bade management and not Hong Kong's economic crisis itself, according a report by a government inspector, Richard Farrant, at the Financial Services Bureau. Philip Tose, the former chairman, is said to have run the investment bank like a king.
